That's a Max Headroom scene, can't mistake the hat amongst other things.

I have this scene downloaded from this site from quite a few years ago - I've been a member for far too long :) and it's a little disturbing to see a scene that I've previously downloaded as part of the basic subscription now being re-released as a premium subscription item. Didn't expect that.
